CAUSE OF NOVEMBER AND JULIETT FIRES IS UNDER INVESTIGATION
Officials here have announced that representatives from the Naval Criminal Investigative Service, CAL FIRE and the San Diego County Sheriff’s Office are investigating the causes of the November Fire, which burned approximately 1,500 acres here, and the Juliett Fire, which burned approximately 4,000 acres here.
At this time, officials cannot confirm that the November Fire was caused by training, nor can they rule out training as a cause.
Officials can confirm that the Juliett Fire was not caused by any military incendiary, live-fire or ordnance training. A unit was conducting a land-navigation exercise in the Juliett Training Area at the time the fire began. This land-navigation exercise did not include the use of any blank, live-fire or incendiary ammunition.
The November Training Area is located in the Southern portion of the base and borders the City of Oceanside. The November Fire started at approximately 3 p.m. Oct. 8 and was declared 100 percent contained at approximately 7:35 a.m. Oct. 9.
The Juliett Training Area is located in the Southeast corner of the base and borders the cities of Oceanside and Fallbrook. The Juliett Fire started at approximately 3 p.m. Oct. 13 and is currently 100 percent contained. The Southern California Interagency Incident Management Team 3 turned the containment of the fire over to the MCB Camp Pendleton Fire & Emergency Services Division as of 7 a.m Oct 16. The Fire Danger Rating here is still Fire Danger Rating Extreme.
Camp Pendleton officials are very concerned about the cause of these fires. The safety of Camp Pendleton residents, neighboring communities and natural resources is paramount, as is the training of our Marines.
Officials here have severely restricted training on Camp Pendleton. Training restraints will continue to be assessed on a case-by-case basis and measured with Fire Danger Ratings and weather conditions.

*The Office of the Staff Judge Advocate will be providing on-site claims assistance briefs at the Serra Mesa Community Center/Lincoln Military Housing Office on 24 Oct. at 3:00 p.m. and at the San Luis Rey Community Center on 20 Oct. at 3:00 p.m., 22 Oct. 9:00 a.m. and 29 Oct. 12:00 p.m.
The briefs will discuss the Personnel Claims Act for property damaged or destroyed due to the fires and information on Emergency Evacuation TAD orders for possible reimbursement of expenses occurred during the evacuation period.
